Facilities Project Requests and Work Orders
Small Projects are ordinarily initiated by Facilities Project Requests (formerly CFRs). A Facilities Project Request is basically an authorization to do certain work and set aside an amount of money to pay for the work. Often, the Project Request will be for "estimate only", meaning that the project is funded for an amount to cover the costs of estimate only ($500 minimum). If the Project Manager sees that an estimate cost will significantly exceed the funded amount - usually due to Preliminary Design being necessary to provide the estimate - he or she will contact the client to request additional authorization.
The project cost and schedule estimate will typically be accompanied by a Facilities Project Increase Request, which is an authorization for the additional funds estimated as necessary to complete the Project. If the Requesting Unit decides not to proceed further, only the actual costs to date for estimating will be charged. If the funds are authorized to proceed, the Increase Request Form tells the PPC business office what account should be charged for the work. Each unit is responsible for ensuring that the work being done is an appropriate use of the designated funds. One regulation stands out: state funds for campus operations (designated 19900 in the fund number) shall not be used for capital projects over $400,000, and of the project cost, only $100,000 may be 19900 funds. Additionally, any capital improvement in excess of $35,000, regardless of the fund source, requires review and approval by the Advisory Committee on Facilities (ACF). This review process is initiated by the sponsoring unit through the Office of Capital Planning and Space Management.
Work orders are for smaller tasks, with a maximum cost of $5000, which are generally charged to a standing Facilities Project Request, called a 'Blanket.' Facilities Project Requests are the primary project vehicle for PP&C, and should be used whenever a project will require the services of more than one trade or the use of off-campus forces.
